Councillor Fulbrook,
Thank you for your email which has been passed to me in Fiona's absence. We have received fewer complaints since the Soup Run Forum's voluntary code of practice was put in place but we will clearly need to revisit this if reports like this persist.
Guy Arnold, our Community Presence Manager, has this morning contacted the GLA's Faith Group Coordinator, Rose Hickman, and we believe that this latest incident was a one off involving a smaller group than the ones who have been engaged with over the Code. The difficulty with passing on the Code to smaller groups is that it runs the risk of endorsing soup runs, so in the first instance they are discouraged from holding them with suggestions for alternative ways to help the homeless offered instead. Rose has said that she will reinforce this message with this particular group and we understand that they have no plans to hold another one.
In the meantime, our environment services colleagues have committed to inspecting the area before the daily morning clean takes place for the rest of this week, while our street presence team will continue to monitor the situation and engage with providers to ensure that they are adhering to the principles of the code.
I hope that this response is satisfactory for the time being but we will keep you updated on any developments.

This is just absurd, and some of the 'do gooders' we met from far and wide are clearly incapable of realising the sort of nuisance caused by this excess of food.
Fiona: can we have another go at sorting this out? They should all be observing the Code of Practice, and if not, then I suggest the police are called to deal with an obstruction of the highway and/or the pavement.

Councillors,
Additional soup kitchen operators have sprung up, which is really too much for the area to cope with. The latest (see below) has started to park in residential parking bays right up near residential dwellings. They have no identification and make effort to clear up the massive amount of mess left behind. Rate payers foot the bill of course.
There is another competing soup kitchen in the same location on Saturday nights, feeding the same people, who are so bloated with food that they pick and choose, dumping food as they go along.
All this detracts from making the area a safe and enjoyable location for all, not just the soup kitchen beneficiaries.

The problem is the organisers take off back to the suburbs in their SUVs as soon as they serve up food, leaving a free for all.

I can attest that this happens. I go for a run through LIF every night and often have to navigate through plates of half-eaten food lying in random locations of the square. I think bin bags strategically located in hot-spots can be a start to dealing with the problems in this area.

Drawing your attention back to the Soup Kitchen blight on Lincoln's Inn Fields, I wonder if there has been an y progress with regulation or any control?
The operator of last nights kitchen is an absolute disgrace as can be seen fro the photos attached. There were literally hundreds of discarded plates and cups, many with barely eaten meals. The later being evident of the satuation of soup kitchen providers in the area. There is so much food on offer every night that lobbing full plates of food in the doorways of private properties is preferable to actually consuming the meals.
